State of California Fair Political Practices Commission

The Fair Political Practices Commission (FPPC)

The Fair Political Practices Commission (FPPC) was created by the Political Reform Act of 1974 (Act), a ballot initiative passed by California voters in 1974 as Proposition 9.

The FPPC develops required forms, prepares manuals and instructions, aids agencies and public officials with record keeping and reporting, and maintains a central file of statements of economic interests (SEI) for certain state and local officials.

The Commission also investigates alleged violations of the Political Reform Act, imposes penalties when appropriate, and assists state and local agencies in the development and enforcement of conflict-of-interest codes.

Certain forms are required to be filed by elected officials, commissioners, and city employees. The most common forms used by the City of Fairfield and a link to previously filed forms are below. For additional information or help with forms, please contact the FPPC by calling 1-866-275-3772 or by visiting the FPCC website.

About the Form 700

Every elected official and public employee who makes or influences governmental decisions is required to submit a Statement of Economic Interest, also known as the Form 700. The Form 700 provides transparency and ensures accountability in two ways:

It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances.

It serves as a reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.

Elected Officials and 87200 Filers filed forms can be found on the FPPC website.

To request copies of forms filed by those covered under the City of Fairfield Conflict of Interest Code visit our electronic filing system. For forms filed before 2021 please contact the City Clerk's Office.
