Multiple Homeless Projects & Services

Reformed CAP Solano JPA 

The Homeless Services Division assisted as a lead agency in reforming the Community Action Partnership of Solano County Joint Powers Authority (CAP Solano JPA). CAP Solano represents each city in Solano County and the County of Solano. It is the first multi-city agency in California devoted to a coordinated response to homelessness and its approach allows elected representatives to guide policy for homeless response countywide. With coordination and collaboration, CAP Solano can build the services needed county-wide and reduce the homeless population and the impacts of homelessness on our community.

Pallet Shelter at Mission Samoa

 

In partnership with CAP Solano JPA, the City is building a pallet shelter at Mission Samoa (at 1200 Western Street). The pallet shelter concept has already proven effective in cities across the country. It utilizes inexpensive livable structures to create a temporary emergency homeless shelter. Construction is expected to be completed by April 2023 and will provide eight shelters for up to 16 individuals. Mission Samoa will manage the project and provide additional services to its residents including work training and placement opportunities to re-establish life stability.

Shelter Solano, Inc Dining Hall 

The City applied for and received $1.2 million dollars from Assemblymember Lori Wilson to finish the dining hall and kitchen project at Shelter Solano, Inc. (310 Beck Avenue). With these funds, Shelter Solano, Inc. has the money to complete the $4.9 million construction project. Once the kitchen is completed, the shelter can operate at full capacity, serving up to 126 residents. Completion of the kitchen is also a critical first step in converting the shelter to a navigation center, which can better provide wrap around social services to support homeless individuals on their way to stable living. Phase 2 of the navigation center conversion is planned for summer 2023.

After years of research and design, Marketing & Outreach launched a user-friendly, ADA-compliant website that is available in English, Spanish and Tagalog. The new website also offers a chatbot named Archie and a search bar to assist site visitors. The new website features boosted engagement by 100% (over 2021). Updated graphics and a consistent posting schedule elevated social media reach by 30% (over 2021). Captivating video content, original programming, and live meeting and event coverage, allows this division
to continue to elevate the community engagement bar.

Although COVID halted in-person exchanges, that didn't stop the City. Last year, we partnered with the Fairfield-Suisun School District (FSUSD) to host two virtual exchanges between students in Nirasaki and Fairfield. We are excited about resuming in-person exchanges in 2023.

Fairfield 101 – Civic Academy

Fairfield 101 – Civic Academy resumed with in-person courses for both City staff and Fairfield residents to educate staff and the public on the inner workings of each City department. Fairfield 101 is a free ten-session interactive program that encourages transparency and an open dialog with staff. Classes for the staff are planned for spring 2023 and classes for the public are planned for fall 2023.
