Sale and Entitlement of City and Housing Authority Properties

Valley Strong Bank
In May, a two-story corporate administrative office building for Valley Strong Bank's Northern California headquarters was approved on a 1.64-acre site off Nelson Road. The approximately 13,300 square-foot building will provide bank services on the first floor and administrative office space on both floors. A separate drive-through ATM is proposed for the heavily landscaped parking area.
Parkside Flats
Development of Catalytic Site “1” within the Heart of Fairfield was approved in April for an apartment project known as Parkside Flats. Located on 4.82-acres at the northwest corner of Woolner Avenue and Gregory Lane, the project consists of 168 affordable housing units to low and very low-income households. The 6 three-story buildings will surround a community center, pool, and park-like barbeque/picnic area. Parkside Flats is an exemplary project for Heart of Fairfield development as it meets the Specific Plans’
residential density, architecture, and urban design goals.
Acquired downtown Catalyst Site
Council Goal: Downtown Development
Last spring, Economic Development responded to a public bid request for the former Bank of America property located at 1120 Texas Street. Because the City already owned adjacent properties on the block, this property provided the opportunity to secure an entire block for potential catalyst development. In September, the City closed the purchase and sale agreement and started the relocation process for businesses and employees housed in the adjacent retail and city-owned buildings.
The City is now preparing the 2.6-acre site for potential mixed-use development. Impact studies for sewer capacity, traffic, and the environment are underway and Planning is working to streamline the approval process. Demolition of the entire block is scheduled to later this year, followed by outreach to the development community.
Active Building Permitting and Licensing
Council Goal: Organizational Excellence
Permitting and Licensing remained very active in 2022. In the Building Safety Division this year staff:
- Processed approximately 6,500 business licenses
- Issued 1,294 new business licenses
- Reduced the number of delinquent licenses from approximately 3,000 to 400
- Received over 4,400 permit applications
- Issued approximately 3,900 permits including; 286 new single-family dwellings and16 accessory dwelling units
- Performed over 13,000 site inspections
In addition, the Building Division secured adoption of the 2022 Building Standards Code to facilitate
advances in safe and efficient building construction.
