The City Manager's Office oversees City departments in the implementation of policies adopted by the City Council. Here you will find information about the City's many special projects, initiatives, and public information to serve the community. 

City Manager

David Gassaway Interim City ManagerUnder the direction of the City Council, the City Manager directs and administers the operations of the City. He is responsible for appointing department heads, coordinating efficient delivery of the various municipal services and activities, and ensuring the effective delivery of City Council priorities.

City Manager Gassaway has held many high-level positions throughout his career including Assistant to the City Manager in the city of Rancho Cordova, and Community Development Director in Indian Wells, CA. He served as the City Manager for the City of Solvang and came to Fairfield as the Assistant City Manager/Community Development Director before being appointed City Manager of Fairfield starting in 2023. He holds a Bachelor’s Degree in Political Science from San Diego State University, a professional certificate in advanced public engagement from Pepperdine University, and a Master’s Degree in Public Administration from the University of San Francisco.

David is an active member of the City Manager profession, belonging to many notable professional organizations such as the International City/County Management Association, California City Management Foundation, Municipal Management Association of Northern California, and serves on the City Manager’s Department Executive Committee for the League of California Cities.
