LLMD No. 11 - Paradise Valley North was formed in 1989 to provide landscaping and lighting maintenance services to the Paradise Valley community.
The revenue generated by the district was insufficient to support services through fiscal year 2022-2023 due to increased costs overtime and the district's maximum annual assessment rate of $190 per parcel, which was established in 1995 and does not include an automatic annual consumer price index (CPI) adjustment. The city issued a $175,000 General Fund loan to the district at 0% interest with a five-year repayment term, commencing in FY 2023-2024 and concluding at the end of FY 2027-2028.
In 2023, the city conducted a balloting process in accordance with Article XIII D of the California Constitution, also known as Proposition 218, to propose to property owners the formation of a new maintenance district with higher assessments that would adequately fund services.
In the absence of a majority protest, LLMD No. 2023-11 (Paradise Valley) was formed on June 7, 2023, to replace LLMD No. 11 and provide landscaping and lighting maintenance services to the Paradise Valley community, effective July 1, 2023.
LLMD No. 11 remains active through fiscal year 2027-2028 to repay the General Fund loan issued by Resolution No. 2022-98.
