LLMD No. 7 - Rolling Hills was formed in 1988 to provide landscaping and lighting maintenance services to the Rolling Hills community.
The revenue generated by the district was insufficient to support services through fiscal year 2022-2023 due to increased costs overtime and the district's maximum annual assessment rates of $300 per parcel for the Rolling Hills development and $250 per parcel for the Serpas Ranch development. These rates do not include an automatic annual consumer price index (CPI) adjustment. The city issued a $410,000 General Fund loan to the district at 0% interest with a five-year repayment term, commencing in FY 2023-2024 and concluding at the end of FY 2027-2028.
In 2023, the city conducted a balloting procedure in accordance with Article XIII D of the California Constitution, also known as Proposition 218, to propose to property owners the formation of a new maintenance district with higher assessments that would adequately fund services.
A majority protest was filed by the Rolling Hills property owners on June 7, 2023, and the new maintenance district was not formed.
LLMD No. 7 remains active to provide landscaping and lighting maintenance services and to repay the General Fund loan issued by Resolution No. 2022-97.
